A. Policy

The University of California, Irvine has an obligation to conduct its education, business, clinical, and support activities on a regular basis and will remain open unless extreme emergency conditions exist. This policy and related procedures govern emergency response activities at the UCI campus and related locations including University Hills, University Research Park, and off-site leased space in the City of Irvine, and are applicable in cases of a major emergency. This policy does not govern emergency procedures at UCI Medical Center or any of its remote locations.


B. Responsibility and Authority

  1. Authority to Allocate Resources Including Personnel
  2. The Vice Chancellor-Administrative and Business Services or designee is authorized to implement measures necessary to protect life and property from the effects of hazardous events. This includes the commitment and use of University personnel, equipment, and financial resources, and calling for assistance from other organizations, as may be required to cope with the emergency. Only the Chancellor can countermand emergency control orders from the Vice Chancellor.

  3. Individual Responsibilities
  4. Campus employees are expected to be familiar with the campus emergency management plan. All persons affiliated with UCI or present at the site of a campus emergency situation, including faculty, staff, students, and members of the community, shall observe emergency management policies and procedures and cooperate fully with instructions of emergency management personnel.

  5. Management Responsibilities
    1. Essential Service Providers
    2. Management of departments that provide campuswide services essential to protection and preservation of life and University property are required to develop and maintain up-to-date emergency response plans appropriate to their roles. Such plans must be coordinated with the campuswide Emergency Management Plan.

    3. Other Departments
    4. All unit managers are responsible for assessing the appropriate level of emergency response planning for their unit(s) and for developing and maintaining up-to-date programs. Units that perform work or services that result in special needs in emergency situations, or present higher than normal risks, should request review of their plans by EH&S.
