All parking permits are issued solely by authority of Parking and Transportation Services and are non-transferable.
Permits are issued according to user category. Applicants may purchase only those permits and parking privileges designated and assigned to their user categories; for example, only student residents may purchase resident parking permits.
Faculty, staff, and student applicants are required to show evidence of their association with the University, such as a student or employee identification card, when purchasing parking permits.
Providing false information may result in the issuance of a citation or in the revocation of parking privileges.
1. Permit Types
Permits are sold by the day, week, calendar month, academic quarter, academic year, and fiscal year.
a. Employee (Faculty/Staff) Permits
1) X Permit
X permits are valid in all parking zones on campus except disabled parking.
2) AR Permit
AR permits are valid in all reserved and general commuter parking zones, except lots 80 and 3 or stalls designated for X, Service and Departmental permits. An AR permit does not guarantee the permit holder a parking space.
3) C General Permit
C permits are valid in all general commuter parking zones. After 5:00 p.m. on weekdays and all day on weekends, C permits are also valid in AR Reserved spaces not designated 24-hour enforced.
4) CP Carpool Permit
CP permits are valid in all reserved parking areas except lots 80 and 3 or stalls designated for X, Service and Departmental permits. CP permits are also valid in all general commuter parking zones.
b. Student Permits
1) P Student Commuter Preferred Permit
P permits are assigned to specific reserved parking areas. A limited number of permits are sold for each area to provide parking for the P permit holder under normal circumstances; however, a P permit does not guarantee the permit holder a parking space. P permits are also valid in all general commuter parking zones.
P permits are assigned by annual lottery prior to the beginning of the school year.
2) S General Commuter Permit
S permits are valid in all general student commuter parking zones.
3) Z Zone Commuter Permit
Z permits are valid only in the Engineering Parking Structure, Monday
through Friday, 7:00 a.m. to 5:00 p.m. After 5:00 p.m. on weekdays and
all day on weekends, Z permits are also valid in AR Reserved spaces not
designated 24-hour enforced. The permit is valid on the main campus after
4 p.m., and all day Saturday and Sunday.
4) R Resident Permit
Students living in Arroyo Vista, Campus Village, Middle Earth, and Mesa Court must purchase R permits. R permits allow residents to park vehicles over night and are valid in designated parking areas specific to each residential housing complex. Resident permits are not valid in parking structures at any time.
c. Medical Permit
Faculty, staff, and students with DMV-issued disabled parking placards must present their placards and I.D. cards when purchasing parking permits. The permit issued, when displayed with the disabled parking placard, allows the individual to park in any disabled parking stall on the UCI campus.
Faculty, staff, and students who do not have disabled parking placards but require access to disabled parking must provide a signed DMV form REG 156. A medical permit authorizes the recipient to park in any disabled parking stall on the UCI campus for the time specified by the physician. Medical permits are priced at the general employee and student commuter permit rates.
d. Visitor Permit
Visitors may purchase permits for a day, week, month, quarter, or fiscal year. Visitors pay the general commuter parking rate and may park in all general commuter parking zones.
e. Guest Parking Permits
Departments may purchase one-day parking permits for their guests. Permits purchased by departments may not be used by UCI employees or students. Guest permit types:
1) One-Day VIP Guest Permit
One-Day VIP Guest permits are valid in all reserved and general commuter parking zones.
2) VIP Half-Day Guest Permit
a) AM VIP Half-Day Guest Permits are valid from 7:00 a.m. to 12:00 p.m. in all reserved and general commuter parking zones.
b) PM VIP Half-Day Guest Permits are valid from 12:00 p.m. to 5:00 p.m. in all reserved and general commuter parking zones.
3) General One-Day Guest Permit
General One-Day Guest Permits are valid in all general commuter parking zones.
f. Departmental Service Permit
Departments who wish to authorize the use of an employee's personal vehicle
for University related business may purchase a Departmental Service Permit.
This permit allows the employee to park a personal vehicle in service parking
up to the posted time limit, and AR Reserved and general commuter parking
stalls.
g. Vendor/Service Permit
Off-campus vendors and service providers who park on the UCI campus and perform maintenance and repair services for campus departments must purchase and display Vendor/Service Permits. These permits are valid in service parking and in all general commuter parking zones. Off-campus vendors who do not provide maintenance or repair services, but whose operations are located on the UCI campus, must purchase Faculty/Staff Permits. Employees working at these locations must also purchase Faculty/Staff Permits or have permits purchased for them by their employers.
Vehicles with commercial license plates may park without fee in designated loading zones for the purpose of loading and unloading and must obey posted time limits.
University-affiliated personnel (faculty, staff, and students) are not eligible to purchase Vendor/Service Permits.
h. Chancellor's Courtesy Parking
Chancellor's Courtesy Parking Privileges are issued to administrators of other campuses, distinguished persons, and members of UCI support organizations as designated by the Chancellor's Office or by the Vice Chancellor - University Advancement. UCI faculty, staff, and students who would otherwise be required to purchase parking permits are not eligible to receive Chancellor's Courtesy Parking Privileges.
i. Motorcycle Permit
Motorcycle permits are issued to two-wheeled vehicles (including mopeds and scooters) that meet the requirements of Sections 400 and 405 of the California Vehicle Code.
This permit is valid only in areas designated for motorcycles. General, resident, or preferred parking permits are also valid on motorcycles.
j. Evening Permit
Permits are valid from 5:00 p.m. to 10:00 ap.m., Monday through Friday, and all day Saturday and Sunday and may be purchased by faculty, staff, students and visitors. Evening permits are valid in all general commuter parking zones and most reserved parking zones (except those marked "enforced 24 hours").
k. Housing Issued Permit
Verano, PaloVerde and Vista Del Campo Housing permits are issued by the Housing Officials through the authority of Parking and Transportation. Only residents of these areas are authorized to receive this permit, and the permit is valid only in parking lots specific to the housing areas.
l. Emeritus/Retiree Permit
Faculty and staff who have retired from the university are eligible to purchase Emeritus/Retiree permits. Individuals may purchase these permits only if they are not currently employed by the University, or, if employed, are not being compensated for their work.
2. Permit Types and Permit Display
Permits must be affixed to the vehicle's window glass, displayed from the rearview mirror, or placed on the driver's side of the vehicle's front dash. Permits must be removed from vehicles upon expiration. See instructions below:
a. Window Decal
1) Automobile
The permit should be attached to the lower left interior of the driver's side windshield.
2) Convertibles, Vans, Trucks, Station Wagons
On a vehicle with a rear window that may be removed or blocked by a camper unit or other vehicle equipment (i.e., defoggers, sunscreens), the permit should be attached to the lower left interior of the driver's front windshield.
b. Hangtag Permit
Hangtag Permits should be hung from the inside rearview mirror and be clearly visible from the outside of the vehicle. If the vehicle's inside mirror is not at the top and center of the front windshield, the permit should be hung from the visor or other object so that it is readily visible from the outside of the vehicle.
c. Dash Display Permits
Some permits should be displayed on the front dash of the vehicle. Permits of this type include, but are not limited to Special Event Permits, Dispenser Permits, and One-Day Visitor/Event Permits. These permits must be displayed on the driver's side dash and should be clearly visible from the outside of the vehicle.
d. Motorcycle Permit
Motorcycle Permits should be placed on the right front fork and be clearly visible from the right front side of the vehicle.
e. Convertible Kit
Convertible Kit Permits must be hung from the inside rearview mirror and be clearly visible from the outside of the vehicle.
Permits may be purchased with cash, check, money order, traveler's check, Visa, or MasterCard. Cash payments of $10.00 or more must be paid with bills; coins are not accepted. If payment under $10.00 is made with coins, the coins must be wrapped, and the applicant's name and identification number must be written on the outside of each roll.
a. Over-the-Counter Sale
The full permit fee must be paid at the time of an over-the-counter sale.
b. Payroll Deduction
2) Payment Obligation: An employee who pays permit fees through payroll deduction is liable for payment until the permit expires or is returned to Parking and Transportation. The employee is responsible for permit fees even if the fees cannot be payroll deducted (as in the case of disability leave). Undeductable permit fees must be paid by cash, check, Visa or Mastercard by the tenth working day of the month; if payment is not received by this date, Parking and Transportation will collect fees due through future payroll deductions or through private collection.
Students may purchase student commuter, student resident, and evening parking at www.parking.uci.edu using Visa or MasterCard. Permits are sent to specified mailing addresses (no P.O. boxes) or may be picked up, with photo identification, at Parking and Transportation Services, 200 Public Services Building.
d. Departmental Recharge
Departments can purchase parking permits for guests, volunteers, and other non-compensated individuals via departmental recharge. Departments cannot purchase parking permits for University employees or students. All requests for departmental purchases of parking permits for individuals are referred to Internal Audit for approval before permits are issued.
Departments can order permits online through the Parking Office and visitors can pick up their permit at any manned information kiosk.
An individual may cancel a permit by returning the permit to Parking and Transportation before the permit's expiration date.
a. Refund Policy
Refunds are made on quarter and annual permits only. A fee of $15.00 is assessed if the permit is returned within three calendar days of purchase. Thereafter, the amount of the refund is determined by the permit effective date, and is the amount of the fee paid, less the permit monthly rate, which is assessed the first day of each calendar month that the permit was used.
If a permit is purchased on-line prior to the beginning of the academic quarter or academic year, and the permit is not received by the purchaser, the entire cost of the permit, less $15.00, is refunded to the purchaser should a request for a refund be made. Once the purchaser receives the permit, the conditions for a refund follow the policy described above.
Refunds for permits purchased with cash or check are paid by check and mailed to the address supplied by the purchaser. Refunds for purchases made with credit cards are paid directly to the credit card used for the purchase.
b. Forgotten Permit
If a quarterly or annual permit is forgotten, the individual who purchased the permit may receive a replacement permit for the day at no charge. No more than five temporary permits will be provided, per year, before an individual must pay for a replacement permit.
5. Lost Permit
An individual who has purchased and subsequently lost a parking permit should report the loss to the Parking and Transportation Office. The individual reporting the permit lost may purchase a replacement permit for $15.00.
The lost permit number is placed on a lost/stolen permit listing. Upon discovery of a lost permit in a parked vehicle, two citations are issued: one for "Possession Lost Permit" (minimum penalty $250.00), and another for "Unauthorized Permit" (penalty determined by multiplying the monthly value of the lost permit by the number of months that the permit has been reported missing). A lost permit need only be visible within a parked vehicle for that vehicle to be cited. A citation is issued even if the permit is not properly displayed.
Parking and Transportation may notify the UCI Police Department, the Dean of Students, or the appropriate Vice Chancellor so that further disciplinary action may be taken.
A new parking permit will not be issued to an individual in possession of a lost permit until the appropriate recompense, as described on the citation, determined by a citation review officer, or determined by the Court, is paid or served.
6. Stolen Permit
A permit holder should report the theft of a parking permit to both the UCI Police Department and the Parking and Transportation Office. The individual reporting the permit stolen may purchase a replacement permit for $15.00. The stolen permit number is placed on a lost/stolen permit list.
Upon discovery of a stolen permit in a parked vehicle, the enforcement officer notifies the Parking and Transportation Office. The Supervising Enforcement Officer or the UCI Police may open the vehicle to secure the stolen permit. Two citations are issued: one for "Possession of Stolen Permit" (minimum penalty $250.00), and another for "Unauthorized Permit" (penalty determined by multiplying the monthly value of the stolen permit by the number of months that the permit has been reported missing). A stolen permit need only be visible within a parked vehicle for that vehicle to be cited. A citation is issued even if the permit is not properly displayed.
The UCI Police Department may discuss the consequences of possessing a stolen permit with the driver. Criminal charges may be filed with the District Attorney. The individual, if a student, is referred to the Dean of Students Office. If the individual is an employee, then the appropriate Vice Chancellor is notified. A new parking permit will not be issued to an individual in possession of a stolen permit until the appropriate recompense, as described on the citation, determined by a citation review officer, or determined by the Court, is paid or served.
7. Counterfeit Permits
A counterfeit permit is defined as any item made to resemble a printed parking permit.
Upon discovery of a counterfeit permit in a parked vehicle, the enforcement
officer notifies the Parking and Transportation Office. The Supervising Enforcement
Officer or the UCI Police may open the vehicle to secure the counterfeit permit.
Two citations are issued: one for "Counterfeit Permit" (minimum penalty $300.00),
and another for "Unauthorized Permit" (current penalty determined by multiplying
the monthly value of the permit type represented by the counterfeit permit
by the number of months that the permit could have been valid). A counterfeit
permit need only be visible within a parked vehicle for that vehicle to be
cited. A citation is issued even if the permit is not properly displayed.
The UCI Police Department may discuss the consequences of possessing a counterfeit permit with the driver. Criminal charges may be filed with the District Attorney. The individual, if a student, is referred to the Dean of Students Office. If the individual is an employee, then the appropriate Vice Chancellor is notified.
8. Altered Permits
An altered permit is defined as a permit issued by UCI that is defaced or otherwise marked upon in an inappropriate manner. Examples of altered permits include, but are not limited to, one-day permits where the date is erased or crossed out, or "white-out" or cellophane tape is applied to the permit's surface. Altered permits also include one-day permits that were filled-in once and then changed due to a mistaken entry. Monthly, quarterly, and annual permits are considered altered if any of the printed information on the permit is changed, or if the lot designator on the permit is changed.
Upon discovery of an altered permit in a parked vehicle, the enforcement officer notifies the Parking and Transportation Office. The Supervising Enforcement Officer or the UCI Police may open the vehicle to secure the altered permit. One citation is issued for "Altered Permit" (minimum penalty $300.00).
In addition, the registered owner or driver of the vehicle may be required to purchase a replacement parking permit for the time during which the altered permit was used. For example, a fee of $7.00 may be assessed to the individual for an altered one-day parking permit; a fee of $45.00 may be assessed for an altered one-month permit.
9. Parking Permit Reciprocity Agreements
Employees and students are required to purchase parking permits from the Parking Office with authority over the location where they report to work or attend classes.
a. Reciprocity of Campus and UCI Medical Center Permits
As a convenience to employees and students who use parking facilities at both the campus and UCI Medical Center, there is permit reciprocity between the campus and UCI Medical Center for specific types of permits and specific parking areas. Reciprocity privileges apply only to casual or infrequent visits.
b. Reciprocity Privileges of Other UC Campuses' Parking Permits
Faculty and staff permits from other UC campuses are valid on the UCI campus in general commuter parking zones 24 hours a day, Monday through Sunday and in Reserved parking areas (except those marked "Enforced 24 hours") after 4:00 p.m., Monday through Friday, and all day Saturday and Sunday. Reciprocity privileges apply only to casual or infrequent visits.
The responsibility for finding a parking space within the assigned parking zone rests with the vehicle owner/operator. Lack of space within a specific parking lot, mechanical problems, or vehicle disability is not a valid excuse for failure to park in a marked vehicle space within the assigned parking zone.

It is University policy that every user of campus parking facilities pays the appropriate parking fee. Event sponsors may make arrangements to cover parking fees for their patrons. The event sponsor pays the fee normally charged to event patrons plus the labor costs associated with stationing attendants to distribute parking permits. The status of the event sponsor, whether for-profit or non-profit, has no bearing on charging the appropriate parking fees. Penalty payment may be made in person, by mail or online. In-person payments are made at Parking and Transportation Services, 200 Public Services Building, between 7:30am and 4:00pm., Monday through Friday. Penalties paid via mail should be sent, along with the violation notice, to UCI Parking Citation Center, 200 Public Services Building, Irvine, CA 92697-4525. Online payments may be made using a Visa or MasterCard at www.parking.uci.edu.

A vehicle owner/operator who believes that a violation notice has been issued in error or in an improper manner may request a review of the violation notice with the citation review officer. Administrative review requests may be made by mail or by e-mail to citerevw@uci.edu. A request for review must be submitted within 21 days of the issuance of violation notice issuance or within 15 days of the mailing of a notice of delinquent parking violation.
The citation review officer determines the validity of the citation and either grants or denies the appeal in accordance with parking policies.
To contest the decision of the citation review officer, an owner/operator may schedule a hearing before a hearing examiner. The appellant must:
a. Request a further review of the citation in writing. This request must be made within 21 days of the postmark of the administrative review decision and must state the reason(s) for requesting a second level review hearing.
b. Pay the penalty indicated on the original citation, including any and all late fees. A hearing will not be scheduled prior to payment of all penalties. Once payment is made, a hearing is scheduled before a second level hearing examiner.
The owner/operator may appeal the decision of the second level hearing examiner by filing an appeal with the Municipal Court. This appeal must be filed within 20 days of the mailing of the second level hearing examiner's decision. The court currently requires a $25.00 filing fee. Additional court charges and fees may be assessed. If the court overrules the second level hearing examiner's decision, any and all penalties, including the amount paid to the court for scheduling the hearing, are refunded the owner/operator. If the judgment is in favor of the University, the action is ended, and all penalties and fees are forfeited.
a. The owner/operator of the vehicle has no previous parking violations on file.
b. The owner/operator of the vehicle has not previously purchased a parking permit for use on the UCI campus.
c. The owner/operator has no affiliation with a student, faculty, or staff member of UCI.
NOTE: Certain violations, such as those written for parking at a red curb or in a disabled parking space, will not be waived or reduced.
Cancellation is not automatic; the visitor must submit an appeal via e-mail to citerevw@uci.edu, or by mail to Parking and Transportation Services. The parking violation notice should accompany any appeal made by mail; an appeal made via e-mail must include the citation number and vehicle license plate number. All appeals must include the name and address of the person submitting the appeal. Correspondence received without a name and return address is not reviewed. All requests for review must be received within 21 days of the issuance of the violation notice or within 15 days of the mailing of a notice of delinquent parking violation.

Parking and Transportation tows or impounds (immobilizes) vehicles that:
a. Procedure
Vehicles are removed (towed) or impounded (immobilized) by a bonded towing service or by Parking and Transportation.
b. Fees
2) Immobilizing: The cost of impoundment/ immobilization constitutes a lien against the vehicle for which the owner/operator is held liable. If penalties and associated fees are not paid by 4:00 p.m. on the date of impoundment, an immobilized vehicle will be towed to a storage facility, in which case the vehicle owner/operator will be held liable for additional towing and/or storage fees. All fees and penalties must be paid before the vehicle is released.
