A. Authority to Create Vehicle Regulations

The Chancellor, on behalf of The Regents of the University of California, is authorized pursuant to sections 21113(f), 212200 and 39004 of the California Vehicle Code to set forth conditions and regulations pertaining to the operation and parking of vehicles, bicycles and pedestrian conveyance devices upon the grounds of the University. The term "vehicle" is defined in California Vehicle Code (670) as "a device by which any person or property may be propelled, moved, or drawn upon a highway, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks." This includes mopeds, motorized scooters, motorcycles, carts, Segway HTs, and other similar modes of transportation. The term "pedestrian conveyance device" includes skateboards, roller skates, rollerblades, in-line skates, other skating devices, foot-powered scooters and other similar devices.

All rules and regulations of the California Vehicle Code apply to vehicles, bicycles and pedestrian conveyance devices operated on the property of the University of California, Irvine. All vehicles and bicycles must meet the equipment requirements of the California Vehicle Code, including brakes, lights, reflectors, and helmets.


B. Violations

Violations of these sections may be enforced by verbal or written warnings, administrative or court citations, fines and/or impoundment. Violations by non-affiliated persons may further be enforced by temporary withdrawal of consent to be on campus. Persons who violate the provisions of the policy may be cited by University Police or Parking and Transportation Services personnel, according to Section 21113(f) of the California Vehicle Code. Violations by faculty, staff, or students may also result in corrective or disciplinary action through applicable campus procedures. Problems arising from the administration of these regulations should be reported to Parking and Transportation Services at (949) 824-7486.


C. Licensing

All motorized bicycles, mopeds, and motorcycles operated on the University of California, Irvine campus must appropriately display a valid California license. These vehicles must also display a valid UCI parking permit when parked in designated campus parking areas, but not in metered parking space or time-controlled zones.

All bicycles operated on the University of California, Irvine campus must display a valid University issued identification sticker.

All carts and Segway HTs must register and display a licensing sticker obtained from Parking and Transportation Services.


D. Prohibited Transportation Devices

  1. The riding of pedestrian conveyance devices, including skateboards and skating devices, roller skates, in-line skates, foot-powered scooters, and similar devices, is prohibited everywhere on the UCI campus.
  2. Following the issuance of a citation, a skateboard may be impounded if it was used anywhere on the UCI campus.
  3. Other equipment, such as cameras, video cameras and accessories to facilitate video recording, lighting and lighting devices, ramps, or tools used to facilitate skateboarding or skating, may also be seized by designated University personnel.


E. Unsafe Riding of Vehicles

  1. Use of any vehicle, bicycle or pedestrian conveyance device in a reckless, disruptive or unsafe manner is prohibited at UCI. This includes riding at excessive speed, performing or practicing stunts, causing disturbing noise, riding with undue regard for the safety of others, riding in a manner that causes damage to UCI property, including landscaping, or creating any untenable insurance/liability risk to the University.
  2. Continuous riding of a vehicle, bicycle or pedestrian conveyance device in one location is prohibited.
  3. Vehicles, bicycles and pedestrian conveyance devices are prohibited on steps, stairways, access ramps, retaining walls, seat walls, benches, railings or similar architectural features.
  4. A citation for reckless or unsafe riding may be given in addition to the citation or impoundment of a vehicle, bicycle or pedestrian conveyance device not allowed on the UCI campus.

F. Bicycles

Bicycles are considered a legitimate means of individual alternative transportation and recreation, and as such are allowed on UCI properties. Bicycle riding is prohibited in any campus area where signs are posted restricting such activity, and inside all campus buildings and on all building decks.

  1. Operating Regulations

    1. All of the provisions of the California Vehicle Code applicable to the operation of vehicles, bicycles and pedestrian conveyance devices are enforced on the University of California, Irvine campus. All stop signs, traffic signals, and other traffic signs must be obeyed.
    2. Bicyclists must ride on the right side of the road with, not against, the flow of traffic.
    3. Bicycles should be operated at speeds that are reasonable and prudent. The speed limit on campus roadways is 25 mph. The speed limit on dedicated bike paths and the inner ring is 8 mph.

    4. Bicycle riding is prohibited in campus buildings, on campus sidewalks, on landscaped areas, and in any campus area where signs are posted restricting the riding of bicycles.

    5. Bicycle riding is prohibited on the Ring Mall Road between the hours of 7:00 a.m. and 7:00 p.m.
    6. Bicycle riding is permitted on all campus roadways, on dedicated bike paths, and on the inner ring path within Aldrich Park.

    7. Bicyclists must yield the right of way to pedestrians.

    8. Bicyclists may not carry a passenger except when the passenger is riding on a separate seat attached to the bicycle.

    9. Pedestrians are prohibited from using a bicycle path where signs are posted restricting such use.

  2. Parking Bicycles

    1. Bicycles may be left, parked or stored on University property only in areas designed for bicycle parking. These areas are indicated by the presence of racks or other parking devices, or where signage designates the space as a bicycle parking area.

    2. Bicycles parked in designated parking areas may not extend into the landscape. Bicycles may not be parked in any way that interferes with the maintenance of landscaped or lawn areas.
    3. Bicycles parked or stored in other than designated areas are subject to warning, citation and impoundment.

  3. Impounding Bicycles

    1. University Police and Parking and Transportation Services personnel are authorized to impound a bicycle if it:
      • is secured to any item other than a bicycle rack designed for parking bicycles
      • poses a hazard or impedes pedestrian access
      • has been reported stolen to any law enforcement agency
      • has been used in a reckless manner
      • appears to be abandoned. A bicycle is considered abandoned if it remains in the same position for more than 30 days.

    2. If a locking device must be removed to impound a bicycle, the University may remove the securing mechanism, using whatever reasonable means are necessary. The University is not responsible for any damage to the locking device or for its replacement.

    3. Impounded bicycles may be recovered with proof of ownership after required fees are paid; bicycles must be licensed before they are released.

    4. Impounded bicycles are held for a minimum of 90 days, after which time the bicycle owner is presumed to have relinquished legal title; these bicycles are disposed of at the discretion of the University Police or Parking and Transportation Services.

G. Motorized Bicycles, Mopeds, and Motorcycles

  1. Motorized bicycles, mopeds, and motorcycles must be licensed by the California Department of Motor Vehicles.
  2. Motorized bicycles, mopeds, and motorcycles must display a valid UCI parking permit when parking on the campus, unless parked in a metered parking space, or time-controlled zone.
  3. Motorized bicycles, mopeds, and motorcycles shall be parked only in designated areas of campus parking lots.
  4. Motorized bicycles, mopeds, and motorcycles shall not be operated on campus pathways, on Ring Mall Road, or on the inner ring of the campus.
  5. Motorized bicycles, mopeds, and motorcycles may be impounded for the same reasons as automobiles.

H. Motorized Carts

  1. Use on Campus (Map of Designated Routes and Parking Areas)

    Use of motorized carts on campus is restricted to designated routes. Carts parked in parking lots must display a valid permit. Parking is allowed only in specific areas and on hard, paved surfaces (e.g. asphalt, concrete, brick).

    1. Motorized carts are prohibited from parking on soft surfaces such as landscaping, unpaved surfaces, and natural covered areas to include areas covered by mulch, pine bark or straw.
    2. Motorized carts are prohibited from blocking entrances to buildings, stairways, handicap ramps, or main thoroughfares.
    3. Motorized carts are prohibited from parking on sidewalks in any way that blocks or restricts pedestrian traffic.
  2. Procurement

    Motorized carts must be acquired through UCI Purchasing. Purchase requests must have approvals from Risk Management and Environmental Health & Safety attached.

  3. Specifications and Identification

    1. Whenever feasible, an electric-powered vehicle should be purchased rather than an internal combustion engine vehicle. Motorized carts must be equipped with an audible warning device that will sound whenever the cart is placed in motion.

    2. All University-owned motorized carts must visibly display the official University logo bearing the department's name and a tracking number issued by Environmental Health & Safety. Any vehicle without proper markings and identification will be cited and/or impounded.

    Owners of motorized carts must register with Environmental Health & Safety and provide the following information:

  5. Safety

    Vehicles should not be operated in a manner that may endanger passengers, other individuals, or damage University property. All vehicles must travel in the direction of the flow of traffic and obey all campus traffic regulations and signs. Pedestrians always have the right of way on campus sidewalks. University Police and/or Parking and Transportation Services will cite operators and departments for violations.

    1. Speed Limits: Operators should not exceed speed limits for motorized vehicles. Operators should reduce speed on walkways. In crowded pedestrian areas, operators should park or proceed slowly and not exceed the speed of pedestrian traffic.

    2. Passenger Limit and Load Capacity: Occupancy should not exceed the passenger limit and load capacity designated by the vehicle's manufacturer. Under no circumstances is anyone to ride standing in or on the back of a motorized cart. All modifications to carts must be approved and performed by Fleet Services.

    3. Passenger Responsibility: Passengers must keep their heads, legs and arms within the cab of the vehicle.

I. Segway HTs

Segway HTs may be ridden on any paved path or sidewalk on campus as long as general safety and etiquette guidelines are followed. Unless used by disabled persons, riders of Segway HTs should immediately dismount upon entering any UCI building.


J. UCI Bicycle Advisory Group (BAG)

The BAG reviews campus cycling policy, practices, and issues, and makes recommendations to the Vice Chancellor - Administrative and Business Services. Individuals may contact the BAG through Parking and Transportation.
