All UCI employees are eligible to participate in UCI's Carpool Program if they
meet the requirements regarding home address, work appointment, work location,
and length of commute traveled together. Participants must comply with all Commuter
Services Program regulations (see Section 904-12,
Commuter Services and Ridesharing). Employee carpool participants may not purchase
monthly, quarterly, or annual commuter parking permits. Contacts for ridesharing

Eligibility Requirements
Home Address - Employee participants must live outside
the boundary
defined by the following roads: University Drive to Culver Drive; Culver
Drive to Bonita Canyon Drive; Bonita Canyon Drive to MacArthur Boulevard;
and, MacArthur Boulevard to University Drive. Carpoolers who live within
this boundary are not eligible to receive carpool incentives.
Work Appointment - At least two UCI employee participants
must be on active pay status in the UCI payroll system with at least 50%
time appointments in a forty-hour workweek. Employee carpool participants
must work similar hours and travel together for at least three days in
a five-day (Monday - Friday) workweek.
Employees who are on a leave of absence may not participate in a carpool.
If one employee in a two-employee carpool takes a leave of absence,
the carpool is immediately considered dissolved. Parking and Transportation
Services must be informed, and the carpool permit and incentives must
be returned.
Work Location (Campus Proper) - At least two of the
UCI employee participants must work the majority of their work hours at
the UCI campus proper. The campus proper is defined as the main UCI Campus
and North Campus (areas in which a UCI Parking permit is required for
parking). University Tower and University Research Park are not considered
part of the campus proper.
Length of Commute Traveled Together - At least two of
the UCI employees must travel together for at least 50% of each of their
commute lengths (calculated in miles) to the UCI Campus.
Guaranteed Ride Home - In case of serious illness or emergency, active
Commuter Services participants are eligible for the Guaranteed
Ride Home Program (GRHP).

C. Application Process
Acceptance by Commuter Services - Employees who submit an Commuter
Services Application/Payment Authorization with home address, work location,
work appointment, and length of commute information. All faculty and staff
carpool participants must return their active permits before carpool permits
will be issued.
Employee Carpools Forming Mid-Month - Employees forming carpools
before the tenth of the month are charged the carpool permit fee. After the
tenth of the month the fee associated with the employee's current permit type
is charged for that month.
D. CPA Carpool Permit (Annual)
The CPA Carpool Permit can be issued to two or more employees who regularly
travel to work at the UCI campus proper and meet eligibility requirements. This
permit authorizes parking in reserved lot or in any general, unmarked space.
All participants must pay the CPA Carpool Permit fee but only one permit is
issued to the carpool. All participants must pay through payroll deduction and
may do so on either a pre-tax or post-tax basis.
E. Other Types of Carpool Permits and Discounts
CPC Carpool Permit (Commuter) can be issued when only one carpool
participant has an appointment of 50% or greater in the UCI payroll system.
It can be used by employee(s) who otherwise are eligible to participate
in a carpool but do not qualify for or do not choose to pay through payroll
deduction. The carpool participant with an appointment of 50% or greater
must pay the cost of the CPC Carpool Permit through payroll deduction. This
permit authorizes parking in one assigned reserved lot or in any commuter
space, and costs the same as a regular Faculty/Staff Commuter Permit.
Dropped Off - Employees who are dropped
off at their campus work-site (which includes University Tower and University
Research Park) may receive drop-off incentives as long as they do not
possess a regular parking permit.
Dropping Off - A UCI employee who works
at the campus proper and drops off a non-UCI employee at the employee's
worksite, or a UCI employee at an off-campus location, may receive a $6.00
per month reduction in their monthly Faculty/Staff Commuter Permit rate.
Each member of the carpool must apply to the Program and non-UCI participants
must provide employer and work schedule information for verification.
Participants must update their commute status annually.
F. Dissolving an Employee Carpool
Determining Dissolution - A carpool is dissolved if one or more of
the participants in the carpool no longer meet the eligibility requirements
and there are not enough participants to constitute a carpool. When the carpool
consists of three or more UCI employees, the carpool is still considered valid
if at least two partners remain; only the partner leaving the carpool must
contact Commuter Services to cancel his or her participation. If a UCI employee
leaves a carpool consisting of two UCI employees and one or more non-UCI employees,
the carpool is dissolved.
Returning Permits and Incentives - When a carpool is dissolved, the
participants must return the carpool permit and any remaining incentives to
Parking and Transportation Services. Replacement permits will not be issued
until all permits and incentives are returned.
Dissolving a Carpool Mid-Month - If a carpool dissolves prior to
the last day of the month, UCI employees from the disbanded carpool need to
obtain new parking permits. Any payment received for the carpool permit for
the month in which the carpool is dissolved is applied to the purchase price
of a new permit.
Penalties for Unauthorized Use of Carpool Permit - Continued use
of a Carpool Permit or incentives after a carpool has been dissolved is prohibited
and will result in the issuance of a parking citation. In addition, the permit
holder is liable to pay or reimburse Parking and Transportation Services at
the "AR" reserved parking permit rate for the period that the unauthorized
Carpool Permit is in the individual's possession.
