RE: Delegation of Authority - First-Class Travel

University travelers shall use coach class or any discounted class on commercial airlines in the interest of economy. This policy applies to all travel (domestic or foreign, or any combination thereof) regardless of the purpose or fund source. I am delegating to the Executive Vice Chancellor, the Associate Executive Vice Chancellor, Vice Chancellors, and the Executive Director, UCI Medical Center, the authority to approve first-class, premium, or higher-cost services in accordance with the policies stated in Business and Finance Bulletin G-28 and Campus Policy and Procedures Manual Section 715-11 [Sec. 715-06], and under the following circumstances:

  1. When first-class service is the only service offered between two points, (in which case, prior approval is not necessary, but an explanatory statement should be entered on the Travel Expense Voucher); or
  2. When the use of coach class as described above would adversely affect economy, e.g., when, because of scheduling difficulties, traveling by air coach would require an otherwise unnecessary hotel expense, circuitous routing, or an unduly long layover awaiting connections; or
  3. When an itinerary involves overnight travel without an opportunity for normal rest before the commencement of working hours.

Any redelegation of this authority shall be in writing with a copy to me and to the list below.

The Executive Vice Chancellor, Associate Executive Vice Chancellor, Vice Chancellors, and the Executive Director, UCI Medical Center, may authorize the use of first-class, premium, or higher-cost services in cases other than those described above. Such approval shall be in writing and in advance, unless precluded by extenuating circumstances.

This authority may not be redelegated further.

This delegation if authority supersedes the July 12, 1985 delegation from Chancellor Peltason on the same subject.
