Program Agreements


Presidential delegation of authority DA 0916 sets forth chancellors' authority to execute
affiliation agreements with other institutions or hospitals that do not involve direct
financial obligation or commitment on the part of the university. I am delegating that
authority to you as follows:

    A.        HEALTH SCIENCES AFFILIATION AGREEMENTS
Authority to approve and execute affiliation agreements (as defined in Sec. 700-32: Health Sciences Affiliation Agreements and Health Sciences Programs Approval Procedures) with other institutions and hospitals, as long as the agreement conforms to the requirements of Sec. 700-32.


    B.        HEALTH SCIENCES PROGRAMS
Authority to approve health sciences program (as defined in Sec. 700-32) agreements when a health sciences program involves an agreement or contract with a non-University of California school or agency, and if the program and agreement or contract have received the approvals described in Sec. 700-32, and provided that any proposed modifications of the standard agreement form for the health sciences clinical experience program are reviewed and approved by health sciences counsel. Any proposed agreements or contracts requiring regental action must be referred to the regents.

All agreements under this delegation of authority must first be approved by UCI health sciences counsel if not on an approved university template.


This delegation does not apply to affiliation agreements covered by Regents Policy 4405. Agreements covered by Regents Policy 4405 and the Interim University Policy on the Affiliations with Certain Healthcare Organizations effective September 22, 2021, are subject to review and approval by the chancellor only.

This authority:

  • May not be further redelegated; and
  • Supersedes my August 19, 2020, and August 20, 2020, delegations of authority on the same subject, IDA 623 and IDA 624, respectively.
