Re: Redelegation of Authority - Normal Merit Increases, Professional Researcher Series

Authority for academic personnel actions was delegated to the Executive Vice Chancellor by the Chancellor in his delegation of authority, dated July 3, 2000. I am redelegating part of that authority to you, as specified below.

Effective immediately, I am redelegating to Academic Deans, the Vice Chancellor for Research, and the Chair of Information and Computer Science authority to approve the following normal merit increases for academic appointees in their units in the Professional Researcher series:

Assistant Researcher: Step I to Step II
Step II to Step III
Step III to Step IV
Associate Researcher: Step I to Step II
Step II to Step III
Researcher: Step I to Step II
Step II to Step III
Step III to Step IV
Step IV to Step V
By agreement reached at the campus level between the Executive Vice Chancellor and the Council on Academic Personnel (CAP), CAP has agreed to waive its right to review the normal merit increases listed above.

Actions in the Professional Research series that will continue to require review by CAP and approval by the Executive Vice Chancellor or Executive Vice Chancellor's designee are the following:

  1. All appointments and promotions
  2. All cases recommending acceleration
  3. All cases recommending reappointment without a merit increase
  4. Merit increases in overlapping steps
  5. Retroactive merit increases and merit increases having an effective date other than July 1
  6. All cases in which there is disagreement between previous levels of review (i.e. department, chair and dean do not concur)
  7. All other actions not specifically included in the above redelegation

All merits approved by Deans must be consistent with current systemwide and local policies. Within 30 days of the Dean's approval, the original dossier must be forwarded to the Office of Academic Personnel, which will remain the office of record for these actions.

This authority may not be further redelegated and supersedes Executive Vice Chancellor Golub's delegation of authority on the same subject, dated October 19, 1995.
