OFFICERS AND ADMINISTRATORS

RE: Redelegation of Authority - Appointments, Promotions, Demotions, Dismissals, and Compensation of Certain Staff Personnel

Staff Policy 30, Salary, sets forth provisions related to salary actions and Staff Policy 34, Incentive Awards, provides for the implementation of programs related to compensation. The authority for appointments, promotions, demotions, dismissals, and compensation of certain staff personnel was delegated to Chancellors by Presidential Delegation DA 2087, on September 15, 1997. I am redelegating certain of those authorities as follows:

ASSISTANT VICE CHANCELLOR - HUMAN RESOURCES
ASSISTANT MEDICAL CENTER DIRECTOR - DIRECTOR, HUMAN RESOURCES

In accordance with Personnel Policies for Staff Members and Personnel Procedures for UCI Staff Members, you are authorized to:

• Establish local salary ranges in accordance with prevailing market practices up to the maximum of Grade VI (or Grade VII for health care titles) of the Managers and Senior Professionals salary range;

• Distribute range adjustment funding in accordance with Universitywide guidelines and within annual funding parameters;

• Establish trainee rates below the minimum of the range for the appropriate staff classifications;

• Determine eligibility for six-month, casual, and annual salary increases;

• With appropriate campus approval, adjust salaries upon promotion, upward reclassification, demotion or downward reclassification.

In accordance with Personnel Policies for Staff Members and Personnel Procedures for UCI Staff Members, you are authorized to:

• Approve administrative stipends for temporary assignments that do not exceed 15 percent, the maximum salary of the higher level position when added to the base salary, or one year in duration;

• Approve an appointment rate up to the midpoint of the assigned Managers and Senior Professionals salary range. In consultation with Human Resources, above midpoint appointments for Professional and Support Staff may be approved.

• Approve a salary increase up to 15 percent upon promotion or reclassification for Professional and Support Staff and Managers and Senior Professionals;

• Approve a salary change for a Professional and Support Staff lateral transfer only in consultation with Human Resources and under exceptional circumstances;

• Approve an equity increase to correct an individual Professional and Support Staff position equity problem.

These authorities may be redelegated.

In accordance with the Personnel Procedures for UCI Staff Members and the stated considerations for granting exceptional approval, you are delegated the authority to approve:

• Administrative stipends above the 15 percent maximum or more than one year in duration;

• Appointment salaries above the midpoint for Managers and Senior Professionals;

• Promotion or reclassification salary increases exceeding 15 percent for Professional and Support Staff and Managers and Senior Professionals;

• Salary increases upon lateral transfer of Managers and Senior Professionals;

• Equity increases for Managers and Senior Professionals;

These authorities may not be redelegated further.

Approval for any other salary actions outside the parameters of the Personnel Procedures for UCI Staff Members will remain with the Chancellor. This includes exceeding the total annual increase limitation of 25 percent of an employee's base salary (including merit, promotional and equity increases).

This redelegation supersedes the August 4, 2004, Delegation of Authority (IDA 381) on the same subjects.
