A. Definitions

Affiliation Agreements Health sciences affiliation agreements are legal agreements between the University and a school, hospital or other entity for the provision of a teaching or specialized professional service experience that can be provided by the University or other health entity, and for allied health services. Such agreements cannot involve formal proposals from the University to an agency, nor have budgeted line item awards. They are legal agreements that do not involve administration by the UCI’s research administration offices. Income from affiliation agreements for professional clinical services by physicians and non-physicians shall be governed by the appropriate provisions of the health sciences compensation plan and subject to University assessments as provided for in the compensation plan.

Grants, contracts, and special agreements awarded by the federal government, state, local government, and other nongovernmental funding agencies for research, training, and public service are not considered affiliation agreements. These formal contractual documents normally include specific terms, conditions, budgetary restrictions, report requirements, etc., and are administered by the Office of Research, Sponsored Projects Administration (SPA) and UCI Applied Innovation, Industry Sponsored Research (ISR).
 
Health Sciences Programs Health sciences programs normally will be ones listed for academic credit in the curriculum of a recognized state, community, or private university or college, or in a local school district. However, all programs with an educational component come under this procedure, unless they are in-service training programs for nurses and other ancillary professionals which are required to meet the standards of the hospital's external accrediting agencies or to maintain adequate skill levels of staff members, and which do not involve academic credit or continuing education credit.

B. Health Sciences Affiliation Agreements

  1. The Vice Chancellor for Health Affairs and the Associate Vice Chancellor for Administration, Health Affairs have authority, under IDA 576, to approve and execute affiliation agreements.
  2. Prior to execution:
    1. All proposed agreements must be reviewed and approved as to form by Chief Health Sciences Counsel unless a standardized form, which has received prior approval from Chief Health Sciences Counsel, is used.
    2. If the agreement involves UCI employees, clinical space, or patients, the agreement must be reviewed and approved by the Director of Risk & Regulatory Affairs, Health Affairs.
    3. All proposed agreements must be reviewed and approved by the Dean of the relevant school.

C. Health Sciences Programs

  1. Review and Approval of Programs
    • Deans will approve health sciences programs for their schools, and are responsible for the development and implementation of review procedures for their respective programs, in consultation with the Associate Vice Chancellor for Academic Affairs, Health Affairs. Deans are also responsible for the conduct of periodic reviews of any continuing programs, and for assuring that the hospital administration is represented on the review committee.
    • Review procedures will be consistent with other planning efforts and will include the evaluation of programs with regard to the educational quality of the program, the use of University space and resources, the impact of the program upon medical education and research programs and their resources, and any financial commitment by the University. Programs having academic approval of the Academic Senate or professional approval of the faculty of the relevant health sciences school will be reviewed with regard to impact on space and resources of the University.
    • Whenever there is uncertainty about whether a program does or does not require review and approval, the Vice Chancellor for Health Affairs will make that determination.
  2. Certificates
    • Any certificates or certification documents to be awarded trainees at the UC Irvine Medical Center or at a UCI clinic must meet the approval of the Dean of the relevant school as well as the Vice Chancellor for Health Affairs. These documents will be signed by the Chancellor or the Chancellor's designee.
  3. Programs to be Carried on Within Hospital and Clinic Space
    • Any health sciences programs to be carried on within the UCI Medical Center or a UCI clinic space must be reviewed and approved by the Chief Operating Officer, Health Affairs, with regard to the financial impact of the programs upon the operations of the medical center and clinics, in consultation with the Deans of affected school training programs with regard to programmatic impact. This review should occur prior to all other reviews and execution of any agreements or contracts.
  4. Health Sciences Program Agreements
    1. If an agreement with an agency such as a college or school district will be involved, the negotiations of a proposed agreement will be conducted, in accordance with the procedures below, concurrent with the review of the program and prior to the program's approval.
    2. The Vice Chancellor for Health Affairs and the Associate Vice Chancellor for Administration, Health Affairs have authority, under IDA 576, to approve and execute health sciences program agreements.
    3. Prior to execution:
      1. All proposed agreements must be reviewed and approved as to form by Chief Health Sciences Counsel unless a standardized form, which has received prior approval from Chief Health Sciences Counsel, is used.
      2. If the agreement involves UCI trainees, employees, or patient contact, the agreement must be reviewed and approved by the Director of Risk & Regulatory Affairs, Health Affairs.
      3. All proposed agreements must be reviewed and approved by the Dean of the relevant school.
