RE: Delegation of Authority to Negotiate and Execute Environmental, Health, and Safety Permits and Licenses
The authority granted to the Chancellor in Standing Order 100.6 of the Standing Orders of The Regents authorizes me to be the chief campus officer and executive head of all activities and operations on the Irvine campus, except as otherwise provided and excepting such activities as may be designated by the Board of Regents as University-wide activities.
I hereby delegate to you, as Vice Chancellor of Business and Administrative Services, authority to negotiate and execute environmental, health and safety permits and licenses, as well as general compliance certifications, subject to any restrictions imposed by applicable laws and regulations governing signatories, and to permit applications required in connection with activities or services at the University of California, Irvine. All permits, licenses, and related agreements under this delegation must be executed in accordance with the applicable University policies and procedures governing the particular transaction, including, but not limited to, Business and Finance Bulletins, University policies, and relevant guidelines issued by the appropriate functional areas within the Office of the President.
Within the scope of this delegation, you are authorized to negotiate and execute such permits and licenses except those which contain provisions that require approval of The Regents because of a specific Regental Policy; or require approval by the President pursuant to existing Standing Orders or specific memoranda issued from time to time.
Any re-delegations of this authority shall be limited to appropriate levels of authority consistent with laws and regulations governing signatories to permit applications. All re-delegation shall be in writing with a copy to me, Counsel, the General Counsel and Vice President for Legal Affairs, and the Secretary of The Regents
