RE: Redelegation of Authority - Health Sciences Clinical Professor Series

Authority for academic personnel actions was delegated to the Provost and Executive Vice Chancellor by the Chancellor in delegation of authority, IDA 517, dated June 19, 2012. I am redelegating authority to you, as specified below.

Effective with the 2023-2024 review cycle, I am delegating to the Deans, the authority to approve the following actions for appointees in the Health Sciences Clinical Professor Series:

  • Initial appointments, providing the individual was identified following an approved search, an approved search waiver, or an approved exemption.
    • Initial appointment of Research Associates (Clinical Observers) are designated “without salary,” therefore an approved search is not required.
  • Reappointment only.
    • If the department proposes a reappointment only, then the Dean has the delegated authority to decide for, or against, it. A Dean’s decision not to grant a merit increase would result in a delegated decision for Reappointment.
    • Reappointment of Health Sciences Clinical Instructor for their second year.
  • All merit increases, including accelerations
  • Mid-career appraisals only and mid-career appraisals with a review
  • Five Year Reviews (Satisfactory or Unsatisfactory).
  • Only applicable to the School of Medicine:
    • Above-Scale Merits
    • All promotions, including accelerations.
    • Advancement to Health Sciences Clinical Professor, Step VI.
  • Off-scale salary requests (does not apply to the School of Medicine)

All actions you approve must be consistent with current systemwide and campus policies and must be reported to Academic Personnel for information at the time the action is taken. The Office of Academic Personnel will serve as the office of record for all delegated actions.

The authority for the following actions for appointees in the Health Sciences Clinical Professor series will remain in my office:

  • Only applicable to School of Nursing, School of Pharmacy and Pharmaceutical Sciences, and Program in Public Health:
    • Above-Scale Merits.
    • All promotions, including accelerations.
    • Advancement to Health Sciences Clinical Professor, Step VI.
  • Advancement to Health Sciences Clinical Professor, Above-Scale.
  • Postponement to promotion
  • All exceptions to policy and any other actions not specifically included in this redelegation.

This authority may be delegated to one senior administrator. This delegation of authority supersedes Provost and Executive Vice Chancellor Gillman’s May 16, 2014 delegation on the same topic, IDA 556.
